The Framework of Engagement outlines how the network operationalizes its vision and mission. As a network responding to a range of development issues and concerns, its primary challenge remains to be reducing poverty and achieving sustainable development. It aims to reaffirm the reason for its existence by impacting poverty reduction and sustainable development programs.

As one of the principal NGO networks in the Visayas, the coalition can exercise its influence in determining and implementing participatory poverty reduction and sustainable development strategies by expanding and strengthening its good governance programs. The endeavor can be achieve by formulating and carrying out a comprehensive plan composed of a combination of advocacy, institutional development and monitoring initiatives.
