Dear Sir:

When we establish our home for our family to live in for generations, primary considerations are safety – free from health and physical dangers – peace and possibly a beautiful view. We financially save up for years, forego immediate wants and make do with most things, in order to afford the best possible home we can find. When this prized home is threatened by the summary action of a political figure, we have to take action to protect the future of our children and our children’s children.

At the heart of the heated exchange of words over the ongoing demolition of home structures along the Mahiga Creek are the urban poor families’ lives and human rights.

Our Constitution tells us that in all phases of development, social justice must be a primary concern. And in carrying it out, respect for the rights and the dignity of every human being should be upheld. Although we understand and appreciate the Cebu City Government’s efforts to clear the river of structures occupying danger areas, we also ask it to be faithful to the constitutional mandate of carrying out evictions and demolitions “in accordance with law and in a just and humane manner” (Article 13, Section 10 of the 1987 Constitution). This constitutional provision is further substantiated by Section 28 of RA 7279 or the Urban Development and Housing Act (UDHA) and DILG Memorandum Circular 2010-134.

Cebu City – On April 26, 2010, eight Cebu City government-owned Kaohsiung buses were held at a checkpoint conducted by police officers in Barili, Cebu. Eight of the fifteen buses were travelling without the necessary plate numbers and registration papers from the Land Transportation Office.

Although the strict implementation of the country’s traffic laws by the Barili Police Office is commendable, Kaabag sa Sugbo and the Philippine Misereor Partnership (PMP) – Central Visayas Cluster Human Rights Committee assert that the enforcement should also take into consideration the circumstances and conditions of those involved in the violation.

In preparation for the May 2010 electoral cycle, Kaabag sa Sugbo in partnership with the Ramon Aboitiz Foundation Inc. (RAFI), International Justice Mission (IJM), the Caucus of Development NGOs (CODE-NGO) and the Department of Political Science of the University of San Carlos (USC PoSC) and in cooperation with the Philippine Misereor Partnership – Central Visayas Cluster and local media partners conducted the “Pinili-ay sa Sugbo 2010: A Local Candidates’ Forum” at the Theodore Buttenbruch Hall in USC Main Campus.
